Abstract

Civil Power, Military Power and the Emergency Regime in the peripheral « Regions » at the Time of the ConsulateThe problems discussed here relate chronologically and thematically to J. Godechot's thesis on the Army Commissars during the Revolution. The period is that of the Consulate (1800-1802 to be precise). The question of the relations between the civil power and the military power continued to be a burning issue after the establishment of the prefectures. Focussing on the department of the Alpes-Maritimes, the survey is accompanied by a reflection on the specific role, often short-lived, of the general administrators acting as super-prefects. They are to be found in the recently conquered peripheral territories, in Piémont with Jourdan, Parma with Moreau de Saint-Méry, Elba with Briot... but likewise in Corsica with Miot, which raises question-marks. Did the threat come from internal unrest or an external danger ? Was this simply a provisional measure while awaiting normalization ? Short term considerations were allied to institutional reform and the creation of the prefectures entailed in this case some wavering as far as the civil and militrary terms of reference were concerned.
