Abstract
The development of inter-city cooperation led to major territorial and governmental restructuring. Elected leaders are then confronted by the complex exercise of inter-city cooperation and the setting up of a project. Here, town planning is brought to the forefront and cooperation will influence decisions taken on a municipal level concerning the implementation of any project. While project-leaders go through the learning curve, inter-city cooperation is set up, and the territory is shaped. This has been illustrated in the greater Toulouse area which has been divided into three greater or urban communities based on inter-city cooperation in town planning. More than eighty mayors and project-leaders were questioned in the making of this study.
