Heterogeneous production, status and circulation of knowledge in coastal risk management

Abstract

Many stakeholders take part in the management of coastal risks. They are coming from State services, elected or working in local authorities, engineering consultants, members of associations or scientists. Within the ANR Cocorisco 2010‑CEPL‑001‑01 research program (2011-2014), interviews were conducted in five localities in the Finistère département (Guisseny, L’île de Sein, L’île Tudy) and in the Morbihan (Le Tour du Parc, Penestin). Thematical and textual analysis of the interviews disclose the heterogeneity of knowledge which is used in the coastal risks management. Dealing mainly with natural hazards, knowledge is produced by different people who favour experiment or modelling, map medium or discourse. The different pieces of knowledge are distributed according to their position and legitimity inside a system organised into a hierarchy. They are the product of the definition of coastal risks, and of the available knowledge and competences. Currently a will to go towards more normalisation (drawing up of atlas) in order to implement reglementary documents can be observed. Knowledge circulates within numerous networks which are more or less open, heterogenous according to territories and to the presence or not of some key actors. The analysis reveals a double movement in which some actors claim the consideration of experiment-based knowledge whereas State and local authorities show a growing interest in integrating it.
