Ce numéro de la revue Tracés cherche autant à présenter et à circonscrire les usages contemporains du terme « infrastructure », qu’à souligner, à partir d’une série de cas situés, les liens qui associent les agencements infrastructurels techniques à un certain nombre d’enjeux politiques et sociaux. À travers la question des infrastructures, il s’agit donc de penser comment des dispositifs technopolitiques induisent et produisent des structures sociales. En tant que structures techniques pérennes – du moins conçues ou pensées pour l’être – non soumises à l’appropriation immédiate, les infrastructures façonnent les usages sociaux et matérialisent par là même des programmes politiques. Les contributions du numéro éclairent cette matérialisation tout en la confrontant aux discours, langages et imaginaires des infrastructures dans la sphère publique. Prenant de la distance avec l’apparente neutralité de l’innovation portée par les pouvoirs publics et le discours de l’éthique technicienne, ce numéro entend explorer les conditions et les formes de contraintes contenues dans les infrastructures techniques. En ceci, il souhaite aider à penser les infrastructures dans une perspective trop peu convoquée, à savoir celle de leurs pouvoirs instituants. This issue of Tracés is seeking to present and delimit today’s uses of the word « infrastructures », as well as underlining, with a series of situated case studies, how infrastructural technical layouts are associated with political and social issues. Interrogating infrastructures helps thinking about how technopolitical configurations infer and produce social structures. As enduring technological structures – designed or thought of as such – not prone to immediate appropriation, infrastructures shape social uses and through this process, they materialize political programs. Articles in this issue shed light how this materialization, while confronting it to the discourses, languages and imaginaries of infrastructures when brought up in the public debate. Keeping distance with the seeming neutrality of innovation carried by public powers and the discourse of “tech” ethics, this issue aims at exploring the conditions and forms of constraints contained in technological infrastructures. The goal is to help reflecting on infrastructures in a perspective that tends to stay in the background: their instituting powers.
