With the effects of New Public Management applied to French social action, social and medico-social organizations have been led to develop new forms of management, to cope with the contraction of their budget and the imposition of new systems of supervision. A dualization appears, between a new supervisory staff, away from social work, and daily managers now responsible for the application of new prescriptions. This change is both an effect and a condition to a reworking of French social action through a neoliberal logic.

Avec les effets du New Public Management appliqué à l’action sociale française, les organismes sociaux et médico-sociaux ont été amenés à développer de nouvelles formes d’encadrement, pour faire face à la contraction de leur budget et à l’imposition de nouveaux dispositifs de gestion. Une dualisation des cadres apparaît, entre un nouveau management à distance du travail social et un encadrement de proximité désormais préposé à l’application d’un ensemble de prescriptions gestionnaires. Cette mutation s’inscrit à la fois comme un effet et une condition de possibilité de la réélaboration de l’action sociale française à l’aune du paradigme néolibéral.
