Abstract
When Politics Meet Unions, or Maastricht : The Road from the European Social Dialogue to the EU Legislative ProcessThe ETUC/UNICE/CEEP Accord of 31 October 1991 was the result of complex negotiations, in which public authorities played a crucial role. Adopted by 11 member states as the basis for the future labor and social law of the European Union, it bases the involvement of European social partners on the production of European legal norms. This study emphasizes the necessity of taking into account the influence of legal norms on negotiations and it insists on the important role of public action in the emergent system of European industrial relations.
