This paper has the goal of analyse the institutional manners and meanings of the Mexican Welfare Institutional Structure to think about the production of welfare and social change skills. An analytic approach is showed in which the system is analysed referred to four political–structural dimensions; furthermore it is also analysed through three theoretical and normative models. This works concludes that Mexican Welfare Institutional Structure has two main problems: is not sufficient to attend the social environment and violent forms of inequality that persist, the system also has intrademocratic issues. This last concept is based the idea of democracy as institutional system which guarantees full citizenship rights, in this respect is revisits the work around the concept of democracy of Guillermo O´Donnell.
