Governing substainable territories in Europe : a comparison of local policies in France, Germany and Spain (Bears-waste)

Abstract

the proposed doctoral thesis is intended to question, from the point of view of political science in general and public policy analysis in particular, the place, role and influence of private actors in the development and practical implementation of public waste management policies. In the context of the renewal of government processes, through the promotion of “governance practices”, three main issues will be addressed. On the one hand, changes in the role and methods of action of public authorities are being questioned in a context of decentralisation, contracting and communitarisation of public waste management policies. On the other hand, the development of regulatory methods between public and private actors in waste management poses the problem of transforming power relations, implemented in contemporary democratic societies, between private experts, public political-administrative authorities and citizens. Finally, taking environmental issues into account, within the logic of ‘sustainable development’, questions the renewal of public risk management policies and assessment tools and methods of expertise in the field of waste.
