Abstract
Within the European Union, the construction of an area without internal border controls continues. However, the establishment of a genuine communitarisation of competences is at odds with the will of the Member States, always wishing to retain control over the integration process. In addition to the achievements of the European partners, the Commission is also playing its full role as a promoter of the Union’s interests. Embracing the philosophy taught by the founding fathers, it succeeded in stimulating a real dynamic based on deepening cooperation and solidarity between the Member States. Summary: I.
