Abstract
International audience The objective of this article is to explore the tension between democratic and authoritarian control of trends in socio-technical arrangements that make the cybercultural technological environment. In the first part of the text we developed a theoretical argument in dialogue with classical authors on the registered political configurations in technological devices. Then we explore the practical effects of the forces that favor more centralized dynamic or distributed on the Internet, in order to establish some policy challenges regarding mass surveillance, freedom of expression and new ways of exercising power.
