Abstract
Summary. This article reconstructs the political and social route leading to the declaration of a first general amnesty after the 1948 civil war in Costa Rica. On the basis of official and journalistic sources, the many actors who spoke against and in favour of this legislation are analysed, highlighting in particular the role of women. It is concluded that the amnesty was in no way a concession by the government but the result of the constant demand of various sectors of Costa Rican society. Moreover, the amnesty took more than seven years to declare itself because of the lack of political will on the part of the winners to generate national reconciliation policies.
