Abstract
The author analyses the evolution of the discipline of remote public sector work in Italy, observing the uncertain and variable nature of the legislator’s intention. It therefore examines the legislation produced during the pandemic and its effects related to the fundamental, individual and collective rights of public employees. Discusses the impact on the working relationships of the disorderly, casual and temporary digitization of industrial relations between public administrations that occurred during the health emergency, highlighting the practical problems and the consequences on the legal structure of employment in public administrations. It establishes the degree of participation of trade union organizations in the processes of transference from traditional work to remote work and the perspective of the latter.
