Abstract
Front of an increase in the known number of violations of the right to life — more specifically homicides committed by security officials — through a documentary investigation, it is proposed to study violations of the right to life and the behaviour of certain bodies of the criminal system in response to these violations (specifically the police, the public prosecutor’s office, the Criminal Investigation Corps and the judiciary). The idea is to highlight the need to study human rights more closely from the institutional point of view. Rather than seeking to provide detailed answers, with the problem of the behaviour of the criminal system in cases of violation of the right to life, it is proposed to reflect on the place of human rights in public policies, the need to strengthen the system of prevention and protection against violations of the right to life, and the importance of studies and investigations capable of exposing the shortcomings of the criminal justice system and proposing concrete actions to reduce the gap between constitutionally established rights and their effective guarantee.
