The preservation of public spending, moreover in times of financial crises is an ongoing challenge for government. This strong political will has found its significance in the broad political consensus generated by the preparation and implementation of the Organic Law which would enable good governance and sound public expenditure. This new “Constitution” financial laid the groundwork for the performance process at the state level.
