The public management crisis

Abstract

'PBCE provides a comparative assessment of the modernisation of the public service over the last 30 years, with the author having had the privilege to participate directly in several countries. The changes introduced in recent decades in public services have, for the most part, been presented as rationalisations of organisations, in terms of management savings rather than efficiency and usefulness for the citizen. This vision is reductive. Is a public service an organisation like another? With the impression of managing rationality, what were the assumptions about the role of the State and the values of a democracy?’/p’pbBOn the basis of this review, the book identifies ways of gradually moving towards a State which is less procedural, hierarchical, rigid, instrumentalised and largely cut off from society and the world. It shows the desirability and feasibility of changing public management, which would not focus on tools but focus its reforms and action on meaningful political goals.
