Diagnosis of French rural areas: proposal for a method based on municipal data and results at national level

Abstract

National audience. The preparation of the rural development programme for the period 2007-2013 requires a preliminary phase in the diagnosis of rural areas. The work outlined here represents an original contribution to the construction of this inventory. The study is built at the level of rural municipalities (defined as those outside urban areas with more than 50 000 inhabitants), in order to highlight the great heterogeneity of performance and potential, and to describe this differentiation geographically. It is based on a series of indicators which make it possible, on the one hand, to compare municipalities and, on the other, to understand the logic behind the various socio-economic trajectories identified. The cross-section of these different analysis plans makes it possible to highlight 17 ‘development profiles’ divided into 7 broad categories, distinguishing between municipalities with direct urban influence, those which value host functions and those geared towards production activities. In addition to the quantitative analysis presented, the authors conclude that the diagnostic phase cannot be seen as a normative exercise but as a tool to support regional policy-making.
