The path to Brazilian economic development: State and public policy practices/The send of Brazilian economic development: the practices of the state and public policies

Abstract

The text looks at the path of Brazilian economic development in two specific contexts where developmental proposals predominate. The first one, between the 1930s and 1950s, is at its apex in the Target Plan. The second, with the resumption of development, starting from the crisis of formulations based on the neoliberal ideary, the structuring milestone of the Growth Acceleration Programme (CAP). Literature and documentary reviews identify proposals for action by the State, through public policies, their theoretical foundations and concrete actions to induce development. Classical development is born in the aftermath of the crisis of the exporting agricultural model, based on the positive, nationalist, papelist and industrialist idearies, receiving, from the Target Plan, important inputs from cepaline structure, keynesianism and the theory of modernisation. The rationale behind the Target Plan was consistent with the developmental ideology, guided by industrialisation, the technical and political action of the State and the prioritisation of economic aspects. The resumption of development at the beginning of the 21st century is based on new development and social development, and the CAP has focused its actions on economic and social development.
