Discussion from the outset, the activity and importance of the CSBA are mixed. The first phase of its history will be extremely productive: it intervenes in all areas of artistic life and draws up draft laws which will most often be accepted and voted on by the Parliament. It deals with the problems of artistic education, assists the minister in the creation of schools and museums and the reorganisation of manufacturing, theatres and the management of historical monuments, etc.
