Abstract

For network fragmentation, reforms, focusing on economic efficiency and performance, have aggravated socio-spatial inequalities and weakened urban cohesion. Dedicated to water services, this book shows that current developments are also likely to unblock underequipments and improve access, particularly in poor neighbourhoods excluded from conventional services. However, these developments require a redefinition of social fairness in African public services and a strong commitment from local and national governments.
