Establish buffer zones in a territory? Construction of an adapted tool for collecting perceptions of stakeholders on this issue

Abstract

The Brie’Eau project builds on previous work carried out by the Antony IRSTEA in collaboration with local stakeholders on the upstream catchment area of the Anceur (Ile-de-France, Seine-et-Marne) with the establishment of man-made Humides Zones (ZTHA). Involving several research teams, the project aims to ensure the deployment of wet buffer zone devices to protect the water resource of the territory. The experience of working on ZTHA has highlighted the importance of local dynamics and the involvement of local actors. Indeed, five years of negotiation took place in order to establish five ZTHA in the territory. The assumption is made (i) that there is a difference between the issue of water quality, which has tended to divide stakeholders for many years where biodiversity issues sometimes make it possible to propose a different approach; (II) that the combination of biodiversity and the pre-existing water protection issue through landscaping could make it possible to stimulate forms of territorial dialogue facilitating the deployment of wetland buffer zones. It is in this context that the METE’Eau tool (Mediation Tool in Eau Areas) developed within the INRA unit ASTER-Mirecourt must be mobilised. The original version of this tool was intended to facilitate the expression of perceptions by local actors on the issue of the preservation of their water resources. The work presented in the following document aims to translate (i) the relationship between water quality and biodiversity both in scientific literature through bibliometric analysis and in public policy regulations and/or instruments; (II) the adaptation exercise that was carried out to integrate new topics related to buffer zones and biodiversity into the METE’Eau tool.
