Health cooperation and financing of the activity

Abstract

Cooperation has become a core value of our health care system but the procedure-based pricing system (T2A) is sometimes seen as an obstacle to the development of cooperation between health institutions competing for professional appeal and active patients. Institutions are no longer encouraged to share their value-creating medical resources spontaneously. However, some economic terms incorporating the concept of the added value of cooperation help resolve this dilemma.A task force supported by the regional delegation of the Federation of French Hospitals has addressed the issue of the economic modeling of health cooperation. The mission focused on making concrete recommendations and providing operational tools that can be easily reused by hospital staff.Economic conditions must be tailored to each type of project cooperation. The first stage of the work focused on the creation of a "toolbox" supplied by the inventory of experiences, ranking the different types of cooperation projects within each category. Three types of cooperation were identified : those involving the pooling of technical facilities, those relating to the establishment of a territorial medical team and those involving the structuring of a care sector. This classification was then used to discuss the recommended economic conditions for each type of project.
