Abstract
summary of this work sought key elements on how to implement a smart city or territory from a technological perspective in Colombia. The study found that achieving a smart territory has two main components. The first is the political commitment at the highest level, acting as a sponsor and facilitator of the process; coupled with the definition of public policy on smart territories, in a framework that combines the Development Plans, creating economic, technological and social welfare synergies. The second is the social, technical and financial component, which consults regional realities in order to shape and implement the smart territory in a participatory way.
