Public policy on social inclusion for young students: analysis of the stage of implementation of the Programme to support Argentinian students (PROG.R.E.SAR) in the town of Maquinchao, during the period 2014-2017

Abstract

The State, through a public policy, seeks to ensure that various social actors put issues considered to be high on the public agenda, with the intention of transforming a situation perceived as unsatisfactory or problematic. This work will analyse the implementation phase of the Argentinian Student Support Programme (PROG.R.ES.AR) in Maquinchao. Emphasis is placed on this segment of the population, given that it is prone to desertion or school curtailment, job insecurity and social marginality. The selected topic is intended to be relevant in three aspects: at cognitive level, as it is a topic not explored locally; at social level, since it is intended to be useful for those with responsibility and competence in the decision-making process within the government structure, to implement public policies aimed at ensuring inclusion in secondary education for this ethnic range; and on a personal level, I consider it important to carry out this investigation as I feel it originates in the locality of Maquinchao and I would like to be able to contribute by broadening knowledge close to the issue raised. This work is of an exploratory/descriptive nature. The methodology used shall be the qualitative one using the following techniques: interviews and desk analysis. Input from the quantitative methodology, using the survey technique, will also be taken into account for data collection. FIL: Saez, Erika Viviana. National University of the Comahue.
