The perspective of autonomy in the study of international migration: ‘think from within’ mobility phenomena

Abstract

when seeking to explain them, research on international migration fluctuates between explanations through external determinations (migration is caused by differences in living standards between countries of origin and destination) and those that favour domestic determinations (individuals choose to leave following a calculation of the costs and benefits of migration). These explanations are not satisfactory as they can easily be compared with examples that contradict them. In a country with a low standard of living where it could be expected, if the differential argument works ideally according to the model, that the whole population will migrate, it can be seen that only a part of it does so. Even on an individual scale, not all individuals who would have an advantage in migrating do so. I would add to these well-known criticisms that these theories set out two opposing and reductive visions of migrants. They are either ballistic objects driven by differences in living standards between sending and receiving countries, or puzzled computers designed to maximise their gains while minimising their effort; in other words, either a group of staff with no control over their actions, or individuals who have all the information and means to choose between staying on the spot or moving, and being aware in advance of the effects of their actions.
