Evaluation culture: Mercosur’s push for the consolidation of South American evaluation systems

Abstract

In recent decades, South American university institutions have experienced intense challenges and transformations, especially with regard to consolidating the quality of education. In 2008 MERCOSUR set up the System for the Accreditation of Higher Courses (ARCU-SUL), the main objective of which is to continuously assess the quality of higher education in member and associated countries, leading to regional integration and social, educational, economic, socio-political and intercultural development in South America. In this way, positive effects were observed from the regional assessments, especially in three countries: Bolivia, Paraguay and Uruguay. In the light of König (2007), it was found that the empowerment of national peers and the regular evaluations of the ARCU-SUL system have strengthened the building of the evaluation tradition in those countries. Another notable achievement of this system is the encouragement of the creation of National Accreditation Agencies (Anas) in countries where there was no body or institution responsible for evaluating courses.
