National Hearing Since the reform undertaken by Order No 2005-1088 of 1 September 2005, the National Court of Health and Social Pricing (CNTSS) undertook to produce case-law clarifying the new budgetary law for social and medical and social establishments and services (ESSMS), defining the contours of concepts as fundamental as those of the need for the normal operation of the establishment, of the unjustified or excessive nature of expenditure, of the enforceability of a limited allocation, of budgetary convergence or of the enforceability of staff costs generated by the application of approved collective labour agreements. designed to be an effective working tool, this book gives a concrete account of these contributions in the case-law, which are vital at a time when the pricing authorities are looking for the greatest possible rationalisation of resources.
