Abstract
With the Socialist Government (2004-2008), a phase of reforms has started in Spain’s development cooperation policy, leading to a steady increase in aid efforts and total Official Development Assistance (ODA); a strong policy orientation towards the Millennium Development Goals (MDGs); improvements in aid planning and instruments; and reforms in the legal and institutional framework. However, there are major challenges in terms of budget consolidation, policy coherence, reform of the Spanish Agency for International Cooperation (AECI), and alignment with the new international framework of the Paris Declaration on Aid Effectiveness, which will not be implemented in this legislative term. After taking stock of the parliamentary term, this article suggests that, despite the change of government in 2008, continuity of policies must be ensured and that these reforms can be completed.
