What is the professional project for? The impact of a career guidance tool on human resources management or: foresight versus individual

Abstract

In order to preserve employment by combining flexibility and security for the benefit of employees and enterprises, the social cohesion programming law of January 2005 introduces an anticipation obligation on both collectiveand individual levels. Concerning the individual level, the concrete support allowing to explicit the intentions of professional evolution is the professional plan, a relevant tool for a long-term process issued from the professional orientation field. However, how can this complex tool be transposed in the management field? We base our analysis of this delicate passage upon a study conducted in a large firm, leader of the energy market. We show that the features of this tool, which constitutes its very own essence, can go against the actors’ logics and the ways the activities are coordinated. Consequently, its use inside management policies in human resources needs particular attention and it can modify everybody’s roles and responsibilities. Paradoxically, the direction of human resources does not see its reduced action but one reinforced by the creation of a tool aiming to raise employees’ autonomy. This purpose also brings to light the application of a tool that surpasses the individual dimension by giving a social dimension.Accordingly, the question of managerial efficiency is incorporated and exceeded by those belonging to the meaning we can give to the organized collective action which is expended within organizations. Knowing that the professional world is highly weakened by the injunction of autonomy, how can a professional project be used in order to instigate workers employability, creation, deployment and the reinforcement of social bonds and mechanisms? We propose here some hints for reflection.
