Towards a new policy of the CRD towards NGOs

Abstract

The Confederation often highlights in official documents the complementarity of Swiss development policy NGOs’ aid to official development aid, and the significance of collaboration with NGOs and public contributions for NGO actions. To supplement various texts on this dossier and to better highlight the future prospects of relations between the State and NGOs, the Yearbook drafting committee met with the Director of the Directorate for Development and Cooperation (DDC), Walter Fust1. In other articles of this file, we discuss the forms of public funding of NGO activities: specific mandates given by the CRD, programme contributions over several years granted to certain NGOs, financing of humanitarian actions. The collaboration between the CRD and mutual assistance works dates back to the origin of public aid in the 1950s, but the international context has changed in recent years and NGOs are in increasing competition with other cooperation actors such as private companies, private consultants and NGOs from southern countries. An evaluation of the CRD’s policy towards NGOs is ongoing in 2004. This interview highlights the changes in the national and international context and their implications for the work of Swiss development NGOs.
