Abstract

This article provides a critical review of recent literature aimed at defining what is a ‘failed state’ and the reasons for its emergence. The use of state classifications also distrae from analyses related to state capability dynamics. In addition, many of the definitions compare reality with the ideal weberian, or assume that violence is a ‘reverse development’, which are ahistoric and do not help guide policies. The second part of the article assesses the contributions of functionalistic approaches, of ‘new war’, and neo-Tilleanos to explain failed states. The article finds that, although these theories take specific historical situations seriously, they have significant theoretical and empirical failures. Finally, the conclusion gives a scheme for further investigations.
