Abstract
International audience From now on, digital means are no longer only complementary elements to threats. They are increasingly used as direct means of attack that can lead to material destruction. By favoring the consensus rule, the Tallinn work contributes to the emergence of several axes allowing the affirmation of the full applicability of international law to cyberspace.
