Decentralised educational practices: scenarios, actors and institutions around education in the Retiro, Gran La Plata

Abstract

Educational practices, in the Latin American context in general, are going through educational segmentation processes. This asks us how to analyse educational processes when we are confronted with multiple actors and decentralised formats of state institutions; and how the resolution of emerging problems in these contexts is managed. One way of accessing this is linked to a logic of sustained work in the area, the application of comprehensive practices and knowledge of recognised diagnostics and problems that are recognised and re-built in a collaborative way between neighbourhood and university actors. The aim of this work is to characterise certain aspects of educational practices in the context of a neighbourhood on the periphery of the city of La Plata. In particular, it seeks to identify actors and institutions involved, recognise the social intervention processes of the state and civil society, and their scope. It also aims to analyse daily spaces and scenarios where interventions are carried out, leading to interrelations and relocations between public and private. The results offered are part of the development of an ongoing research entitled “Learning and daily life between children and young people of El Retiro (Lisandro Olmos, La Plata). Theoreco-empirical implications of ethnographic research in school and out-of-school education settings”. The field activities, carried out in 2018 and 2019, consisted of systematic feedback and interviews. This included participation in monthly meetings of the Barrial Technical Bureau, a cross-sectoral working space that includes local institutions and organisations, including representatives of initial and middle schools. These results are intended to contribute with theoretical knowledge and, at the same time, to provide some methodological reflections on school processes in community contexts.
