Emergency services in response to the psychiatric emergency at home: provision of specialised telephone advice. On the BSPP/CPOA Convention (GHU Paris)

Abstract

`titrebEmergency services responding to psychiatric emergencies in the home: Operating a specialized help hotline`/titrebThe Paris Fire Department (Brigade des sapeurs-pompiers de Paris; BSPP) and the Psychiatric Orientation and Reception Center (Centre Psychiatrique d’Orientation et d’Accueil; CPOA) in Sainte-Anne Hospital in Paris, have jointly established a framework for cooperation: when dealing with an individual presenting possible psychiatric problems, the Fire Department's intervention staff can receive expert psychiatric advice over the phone, addressing the degree of urgency, remedies that may need to be applied, and recommendations on where to direct the individual, even when they are non-cooperative.Data was systematically gathered and recorded regarding seventy-eight situations in which this system was employed: “victim's” characteristics; the context of each intervention; the results of the interaction. Organizational and ethical implications are discussed. This remote psychiatric advice makes it possible, at no extra cost, for emergency services to respond to complex psychiatric emergencies. This framework needs to be integrated with a process for the triage of psychiatric emergencies taking place outside of a dedicated healthcare facility.
