Internet access as a human right: the particular case of Connecting Equality

Abstract

At global level, the Internet has become an essential phenomenon for the political, social and economic interactions of all inhabitants. Its importance both in securing human rights and in providing a competitive advantage in working life and in positioning a country in the world led to its recognition by the UN and several international treaties as a human right. In the face of this recognition, states are obliged to give all their citizens access to this means so that they can access the same opportunities for all. This obligation posed a major problem: the digital divide, which lies in the competitive gap between people with access to the internet and those not in Argentina, adhering to the treaties that recognise this right and given the operability of this right, developed a number of public policies to provide access to the internet for all Argentinian citizens and to reduce the worrying gap that accentuates inequities. One of these is the Connecting Equality Programme, a 1: 1 programme set up to deliver a computer to every pupil in the public secondary school accompanied by teaching skills to take advantage of the resource and that pupils are able to use the internet in an engineered way. The policy, beyond its expectations and its attempt to achieve the much-needed goal, was faults that did not allow it to be met. The lack of broadband, teaching skills and monitoring made it impossible to meet the targets. That is why, in this work, we are committed to analysing mistakes, redesigning similar policies in other countries and putting forward recommendations in developing a policy aimed at guaranteeing a fundamental right such as access to the Internet.
