To govern is to destroy. Or how the LPPR destroys research by funding it

Abstract

The Multi-Year Research Planning bill (“Loi de Programmation Pluriannuelle de la Recherche”) adopted by the Council of Ministers on 22 July 2020 is the subject of opposition from the majority of the Higher Education and Research community. Although it announces an increased budget until 2030, it actually increases recourse to private funding and generalises the calls for proposals approach. The funding mechanisms, therefore, are imposing a vision of science that is contrary to what it is by definition; they are destroying it while funding it. In effect, this law puts the future direction of research into the hands of companies and pitches the research community into generalised dog-eat-dog competition. The authors stress the need to come together with the other protest movements to oppose this scheme.
