Monetary transfers in Ecuador started since 1999 with the solidarity-based bond, with various changes both in its objectives and in the amount for beneficiaries. Similarly, the instrument for targeting the various social programmes offered by the Ecuadorian Government was strengthened and created a much more consistent database for each survey carried out. There are 3 uprisings to date, 2003, 2008 and 2014.
