Abstract

'pb’bbThe issue of non-use of social benefits appears on many policy agendas. In France, up to 60 % of people do not make use of certain social benefits. This phenomenon, however, affects social policies and other components of social protection (social security, private insurance and welfare institutions, welfare and social work). It provides a summary of the analysis models and highlights the importance of quantifying non-use in assessing the factors of failure and success of public action. He explained this and questioned the findings of the phenomenon. ‘/PB’ pbil asked in particular about the targeting of policies to combat poverty and precariousness. Could the latter, by stigmatising the targeted persons, lead to a refusal to use public support? Finally, the author explores a last avenue, according to which non-recourse would be an expression of disinterest or disagreement with the public offer. Non-recourse, political behaviour?’/PB
