This study is novel in so far as the issue of local governments’ management capacities in the area of citizen security is very recent in the country and has therefore not been highly studied from the perspective in which it is intended to be addressed in this work. Thorough knowledge of the actions carried out by the Municipality of Cartage will make it possible to recognise the changes that have taken place, its achievements and the challenges to be overcome in order to further strengthen the processes that have taken place during the period under consideration. In this respect, it will in itself be a kind of radiography and therefore an instrument to rethink existing actions or to consider new actions based on their own interests, needs and aspirations.
