Abstract
The rise of “interdependencies” on a large scale, commonly referred to as globalisation, is profoundly changing the hallmarks of our actions and projects. When the long-distance links and short time of global events are as structural as the proximity links and the long time of local roots, what are the “places”, the territories, the spaces of our political institutions and our natural affiliations? Is there still room for locally based development that is not just identity, defensive, passionate? What happens to fairness in a world where rich and powerful poles no longer need their impoverished and disguised peripherals, where ‘winners’, ultra-fast, cross borders and rules, when ‘losers’ are increasingly confined to immobility? These issues, at the heart of the ongoing reorganisation of the triple regions, nations, Europe, are being addressed from an economic point of view.
