Abstract

The events of the morning of 11 September 2001 at the epicentre of the economic — financial and military power of the United States of America marked the world’s accession to the 21st century. These terrorist acts brought us into a new stage, characterised by increased competition and conflict, where the challenge will not only be between nations but also involve non-governmental actors and transnational, legal and illegal forces, with a high presence of violence. This manifestation of terrorism that does not recognise limits or borders for action can upset the basic concepts of the same phenomenon of war; if it is able to do so, it will amend the International System, where the Global Security System will have to be reviewed. The consequences of these events at international level create an uncertain, complex and very dangerous future, which must be analysed in the light and for the simple reason for common sense. To this end, it is proposed to carry out an analysis of the type of terrorism we refer to, differentiating between politicians and religiously, the so-called ‘sponsoring states’ that support it, seeing that the characteristics of this new war and its influence in the international system may be.
