Can turtles win athletes? Equal opportunities or community education?

Abstract

summary A growing concern in Latin America and the Caribbean is the quality of education that education systems offer to their new generations, given that the efforts made by all actors linked to education do not yet meet their expectations. One of these is that education is a mechanism that contributes to the reduction of social and economic inequality, becoming a factor of development and an opportunity to improve the income of the population, as it is obvious that someone with a better level of education can reach better wage sources of work. To this end, a plethora of actions are designed to ensure that all students have equal opportunities and quality education. In our work, we analyse this kind of reasoning, trace the principles underpinning them and the consequences they have on the facts. It is argued why actions taken on the basis of equal opportunities and quality of education, beyond achieving the objectives set, in practice achieve the opposite. In other words, equality of opportunity rather than being the means for inequalities to decrease and disappear, which makes the emergence of inequalities more time-consuming and legitimate. This creates the illusion of equality.
