Hospitalisation at home: a solution to be developed in Belgium?

Abstract

in view of the profound social, health and budgetary changes and constraints brought about mainly by the ageing of the population and the increase in healthcare expenditure, there is an urgent need to find alternative solutions to these various challenges of the 21st century. Public authorities have understood the need to address this issue and are trying to find solutions. In Belgium, calls for projects are being launched to put in place solutions to keep vulnerable elderly people in their homes. On the other hand, Belgium, compared with France, is very late in setting up hospital facilities at home. Hospitals also experience problems of congestion or transfer to other institutions due to a lack of available places. The financing of hospitals is based on actual activity, with the result that average periods of stay are constantly decreasing. Hospitalisation at home therefore appears to be one of the possible solutions. A multidimensional analysis tool has been developed to calculate, in particular, the rate of substitution from traditional to home hospitalisation. On the basis of all the overall analyses and by pathology, it can be concluded that a significant proportion of stays are candidates for transfer to HAD.
