Abstract
Sectoral and territorial political-administrative organisations appear explicitly, but most often implicitly, to be at the heart of integrated programmes for sustainable urban development in Europe, to which city policy is linked in France. While these programmes explicitly aim to improve the situation of the inhabitants of disadvantaged neighbourhoods and focus on the spatial and social fragmentation of cities, they are implicitly aimed at restructuring urban areas and reorganising sectoral policies conducted by state and local authorities. This chapter analyses how integrated programmes address these issues and how they are involved in building new ways of political regulation through various forms of ‘conflict cooperation’ between city stakeholders.
