Abstract

‘titrebSummary’/titreb The end of career conference announced by the extraordinary Council of Ministers in Gembloux in January 2004 has been postponed several times. It was finally reopened on 13 June 2005 with the submission to the social partners of a government note intended for social dialogue in the coming months. Thibauld Moulaert dates back to the origins of the debate by giving a diachronic overview of the different situations of work/non-work beyond the age of 50. He continued by putting the current debate in line with the European Employment Strategy and the activation of the social state, which had translated into the concept of an active social state in Belgium. It then critically describes the diagnosis made by the Belgian Government, employers and trade unions, and the solutions they envisage. As a cornerstone of the debate, the 2004 report of the Higher Employment Council serves as a basis for the government’s analysis and diagnosis; for their part, the social partners will draw on or deviate from it according to their priorities. In conclusion, the author suggests looking at today’s company in order to better understand the complexity of the end-of-career issue.
