"The aim of this text is to inform the concept of the largest adult (MA) and to characterise the largest adult population deprived of liberty (ampl) from a socio-demographic, legal, prison, psychological, sociological and economic perspective. It also aims to analyse the criminal capacity of MPs and the typologies in which they are most involved, to identify criminal political perspectives in relation to MFA and to make precise recommendations, in support of the claim, respect and protection of the rights of this population. The information contained here responds to findings and analysis of information, resulting from the desk review and field work carried out in ten prison and prison establishments (EPC), using investigative techniques such as the informal interview, the focal group and the survey. The information is divided into nine parts. The first concerns methodology, the second deals with the fundamental principles of the social rule of law, the third sets out the regulatory framework, the fourth sets out the picture of exceptional populations in relation to criminal liability, the fifth sets out the concept of MFA, the sixth covers the characterisation of the ample, the seventh deals with the issue of criminal capacity, the eighth deals with criminal political perspectives and the ninth deals with recommendations.”
