Abstract

Our study focuses on a network of SMEs labeled local system of production (LSP). It is part of the current research on HRM as regards companies’ networks otherwise called clusters. The underlying hypothesis is that these networks can facilitate access to HRM devices for SMEs and as a consequence improve their activities as regards HRM. We have taken into account the theoretical framework of social networks and social capital, and our study shows which are the factors contributing to the emergence of HRM networks by promoting the modernization of HRM for partner companies. As regards our methodology, we have made an in-depth case study. Our findings show that initial and collective actions conducted within the LSP we have surveyed generate social capital, which can make it possible to change the environment of HRM. This, in turn, makes it possible to improve the social mix of partner companies and develop a HRM clusters. The core issue of this new type of HRM is to gather resources at the local level, to pool them and encourage the emergence, use and preservation of social capital. Even though LSP do not provide solutions to the entire problems partner SMEs have to face – for example relationships with trade unions remain difficult – clusters bring a new approach to HRM which is focused on relation and partnerships, including both strategic and territorial levels.
