responsibility for the loss of autonomy of harsh people is becoming apparent, as a result of two recent laws, such as a new branch of social protection. This is an apprehended ‘risk’ as such, that is to say, the populations — harsh people, people with disabilities — who are confronted with them are not dependent on them. This new right has close links with the traditional branches of social protection, but is distinguished from it by an essential structure: it aims to respond to the subjective characteristics of a ‘life project’.
