Abstract

For the same reason as the crisis of confidence in the French health system, it has not changed the attitude of our citizens towards it. The corrective measures laid down by the Law of 4 March 2002 enabled the problems of access to certain rights to be resolved, but the major difficulties of the public authorities financed a movement of users to the same extent as the hopes raised by the general findings of the health sector left the sector in troubled with social transformation by participating in the decisions affecting them. In these circumstances, the protection of individual health rights, the equite of access to care and the promotion of health, the quality of care and the balance of health insurance accounts are stagnating or decreasing. Because there is no armem to demand first and foremost a “democratic”, the stakes of which have been fully transparent in the public debate. As if the tutelary vision of the mandarins medecine naturally had the bonapist administration of the health issue. However, a few reforms have emerged as the first welcome steps to overhaul the Social Health Pact. We need to continue on this path.
