Community bodies in Quebec: From co-existence to supplementation

Abstract

This article presents the results of a research carried out in 52 Quebec third sector organisations on the issue of their relations with a public sector partner. The objectives of the research were twofold: (1) develop a validated self-assessment tool for relations between third sector organisations and the State and (2) carry out a cross-cutting analysis of the information produced by the 52 third sector bodies involved in the validation of the Self-Assessment Tool. The results show that relations between the two groups of actors have stabilised and even improved for 20 years. However, the contribution of bodies in the third sector is still largely geared towards the co-production of public services rather than the co-construction of social policies aimed at a local population. This article presents the results of a study involving 52 non-profit organisations in Quebec focusing on their competitiveness with public-sector partners. The objectives of the study were twofold: (1) to undertake a transversal analysis of information obtained from the 52 non-profit organisation systems that took part in the validation of the self-evaluation tool. The results show that mobility between the two categories of stakeholders kept and even better over the previous twenty years. However, the contribution of non-profit organisations is still widely oriented to the co-production of public services than the shared construction of social policies for a common population.
