Abstract
On 4 May 2016, after several weeks of hidden tension, Ahmet Davutoglu and Recep Tayyip Erdogan clarified their relations and commitment to the State Summit. The Extraordinary Congress on 22 May will formalise the departure of Davutoglu, which will therefore cease to be Prime Minister. This impeachment is a confirmation of the decline of the parliamentary political system towards a presidential system in line with Erdogan’s ambitions. A decline confirmed by the decision to deprive 148 MPs of their parliamentary immunity, almost all of whom were elected by the pro-Kurdish People’s Democratic Party (HDP).
